Repository Policy
1. Introduction
The Journal of Public Administration and Policy (JAKP) uphold the principle of Open Access and supports the dissemination of research results in a broad, transparent, and impactful manner. JAKP encourages authors to deposit and share their articles through institutional repositories, subject repositories, or other recognized non-profit platforms. This policy describes the versions of articles that can be archived, the permitted storage locations, and the conditions and restrictions that authors must comply with.
This policy is structured to make it easier for authors to fulfill open access mandates, in line with the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International license (CC BY-NC-SA 4.0), where copyright remains with the author. This policy is also registered and consistent with Sherpa/Romeo principles and international open practices.
2. Article Version Definitions
For clarity of terminology, JAKP distinguishes three main versions of scientific articles:
• Preprint Version: The original manuscript sent by the author to JAKP prior to the peer-review process.
• Accepted Manuscript (Postprint): A manuscript that has passed peer review and been revised according to the reviewers' feedback, but has not yet undergone final editing and formatting by the journal.
• Version of Record (VoR): The final version published by JAKP, complete with editing, formatting, and DOI identification. Each uploaded version should be clearly labeled (e.g. "Preprint," "Accepted Manuscript," "Version of Record") to avoid reader confusion.
3. Repository Storage Policy
JAKP allows authors to store and distribute all versions of articles, with the following conditions:
No Embargo:
All versions can be deposited as soon as they are available, without any embargo period.
License:
The Accepted Version and the Published Version must be listed under the CC BY-NC SA 4.0 license. For Preprint versions, the initial license is determined by the author, but if it is associated with a JAKP publication, the CC BY-NC-SA license must be used to be consistent.
Copyright:
Remains with the authors for all versions.
Permitted Storage Locations:
• Authors' personal academic websites (non-commercial).
• Institutional repositories (e.g. Unand Repository).
• Subject and national repositories, such as:
• SocArXiv, RePEc, INA-Rxiv.
• Non-commercial scientific networking platforms such as ResearchGate and Academia.edu.
• JAKP official website ( https://jakp.fisip.unand.ac.id ).
Filing Requirements:
• Source Attribution: Must include a full citation to JAKP as the source of the original publication.
• Copyright Inclusion: The article should mention that the copyright is owned by the author.
• Permanent Link (DOI): Must include an official DOI link to the published version to ensure traceability and validation of citations.
• License Indication: For Accepted and VoR versions, the CC BY-NC-SA 4.0 license must be explicitly stated.
4. General Guidelines and Author Responsibilities
• Author Compliance: Authors are responsible for ensuring that retained versions of articles comply with this policy, the CC BY-NC-SA 4.0 license, and the requirements of their institutions and funding agencies.
• Version Identification: Uploaded articles should be labeled with the appropriate version (Preprint / Accepted Manuscript / VoR) so as not to mislead readers.
• Non-Commercial Use Restrictions: All versions of the article may only be used for educational and research purposes, not for financial gain or commercialization. Use for paid training, distribution in commercial packages, or platforms with content monetization requires written permission from the copyright owner.
• Relationship to Other Policies: This policy is directly related to JAKP's open access, intellectual property rights, and digital archiving policies.
• Conformance to Funding Mandates: This policy supports the fulfillment of open access requirements from research funding agencies such as RISTEK BRIN, LPDP, and international agencies (e.g. DFAT, IDRC, or EU Horizon).
