Intellectual Property

1. Introduction
The Journal of Public Administration and Policy (JAKP) is an open access journal committed to the broad dissemination of scholarly research in the field of public administration and policy. This policy describes principles and practices related to the intellectual property of published works, including copyright, licenses, and responsibilities of authors and journals. JAKP encourages a fair and ethical scholarly sharing environment, and upholds academic integrity. This policy is in line with the Core Practices principles of the Committee on Publication Ethics (COPE).
JAKP grants authors full copyright to their scholarly work, and publishes articles under a Creative Commons license to ensure open access, proper attribution, and clear usage restrictions.
2. Definition and Scope
• Intellectual Property: Includes written works, data, visual designs, research instruments, and other forms of scientific expression produced in the context of research.
• Copyright: The legal rights that attach to the author as the creator of the work, including the right to distribute, reproduce, and grant licenses for his or her work.
• Open Access: All JAKP content is freely accessible at no cost to the public via the internet, supporting the right to read, download, store, share, and legally reference.
• CC BY-NC-SA (Attribution-NonCommercial-ShareAlike) license: Allows others to use, adapt, and redistribute the work on a non-commercial basis, provided proper attribution is given and the same license is used for derivative works.
• Plagiarism and Multiple Publication: Any use of another's work without proper attribution, or overlapping publications without clear references, is considered an ethical violation.
• Prepublication: Includes early dissemination of work such as thesis manuscripts, seminar proceedings, or preprint versions.
• Rights to Peer Review: Copyright to the content of the review report remains with the reviewer.
3. JAKP Policy
• Copyright Ownership:
Authors retain full copyright of their articles. JAKP does not request copyright transfer to the journal.
• Publication License:
All articles in JAKP are published under the Creative Commons Attribution NonCommercial-ShareAlike 4.0 International (CC BY-NC-SA 4.0) license. Therefore, authors and readers must comply with the following conditions:
    • This license permits adaptation and distribution for non-commercial purposes with attribution,
    • Modified versions must be published under a similar license,
    • The logo and a link to the official license text https://creativecommons.org/licenses/by-nc-sa/4.0 must be displayed on every HTML and PDF version of the article.
• Author Responsibility:
Authors are responsible for ensuring the originality of the article and certifying that there is no infringement of third-party copyrights. Any use of copyrighted material belonging to others (such as tables, figures, or long quotations) must be accompanied by written permission. Authors should also clearly state if the article originates from an earlier publication or has been previously disseminated in non-peer-reviewed form.
• Peer Reviewer Rights:
Reviewers retain the rights to their manuscript. JAKP will not disseminate the contents of the review without the reviewer's explicit permission.
• Handling Plagiarism and Redundant Publications:
Authors are solely responsible for the use of third-party materials (including tables, graphs, figures, long quotations, or data belonging to other institutions) in the submitted manuscript. Such use is only permitted if:
   • Written permission has been obtained from the copyright owner or originating institution,
   • It is explicitly stated in the Acknowledgments, Figure captions, or Footnotes, and
   • Attribution is done correctly according to the applicable citation format or license agreement.
An example of a valid attribution: "Source: adapted from Bappenas (2022), with written permission." or "This image is used under a CC BY-NC-SA license from the original author."
• Prepublication Policy:
JAKP does not consider a preprint to be a double publication, as long as it meets the following conditions:
   • The preprint version of the manuscript has been published in a non commercial open repository (such as INA-Rxiv or an institutional repository),
   • It has been noted that the manuscript has not been peer-reviewed,
   • Not currently being processed in other journals.
Submission of manuscripts that have been published in the form of proceedings (with ISBN and open distribution rights) or collective chapter books is not permitted, unless the author can prove that there is a substantial expansion of analysis and include cross-references. Thesis or thesis in the form of university archives can still be submitted if it has not been published in any journal and has been revised to conform to the structure and scientific style of JAKP.
• Publication Fees:
As part of its commitment to open access, JAKP does not charge submission and review fees. However, to support operational sustainability, an article processing charge (APC) of IDR 1,000,000 per article will be charged once the article is accepted. This fee covers:
   • Editorial and editing process,
   • Layout and DOI numbering,
   • OJS system management and long-term archiving.
Authors from institutions with limited budgets or from national development priority areas may apply for a fee waiver or reduction through an official letter to the editor, accompanied by verifiable reasons.
• Intellectual Property of the Journal:
The name, logo, and visual elements of JAKP are the intellectual property of the journal and cannot be reused without written permission from the journal management.
• Self-Archiving Policy
JAKP supports the right of authors to self-archive their manuscripts under the following conditions:
  • The preprint version (draft before peer-review) can be uploaded to the public repository at any time,
  • The accepted manuscript (AAM) version can be uploaded after the manuscript has been accepted, with a note that the final version has been published in JAKP,
   • The final version (Version of Record) can only be disseminated by mentioning the DOI and including full attribution to the article published in JAKP.
• Handling of Intellectual Property Rights (IPR) Violations
If copyright infringement, plagiarism, or unauthorized use of material is found, JAKP will follow up based on COPE policy. Procedures may include:
• Request for revision and clarification,
• Issuance of an expression of concern,
• Official withdrawal of the article (retraction),
• Reporting to the author's home institution.
4. Technical Implementation
• Each published article will include the author's copyright information and the type of license used.
• Copyright and license information will be displayed consistently on the journal page and on the PDF version of the article.
• Authors are required to sign an Author Publishing Agreement stating that they are the legal owners of the work and agree to publication under a CC BY NC-SA license.
• JAKP provides users with citation guidelines, attribution templates, and sample licenses.
