Open access policy
1. Purpose and Commitment
The Journal of Public Administration and Policy (JAKP) is strongly committed to supporting the principle of open access in the dissemination of scientific knowledge. Open access is believed to be a means of expanding the reach of research, accelerating cross-disciplinary collaboration, and strengthening the contribution of administrative science and public policy to the progress of society and transparent governance.
This policy is part of Andalas University's public mandate in facilitating science that can be accessed fairly by the wider community without financial, geographical, or institutional barriers.
2. Definition of Open Access
JAKP applies the principle of full open access, which means that all published articles are permanently and freely available to anyone immediately after publication, without requiring subscriptions, registration, or payment from readers.
Users are entitled to:
• Read, download, print and distribute articles freely.
• Adapt, adapt, or build derivative works as long as they are within the boundaries of the Creative Commons license applied.
• Use the article for academic, educational, and non-commercial purposes, in accordance with applicable legal and ethical provisions.
3. Principles and Technical Requirements
a. Copyright and License
• The copyright of all articles remains with the author.
• All articles are published under a Creative Commons Attribution NonCommercial-ShareAlike 4.0 International (CC BY-NC-SA 4.0) license.
• This license allows:
• Users to share (copy and distribute) and adapt (modify and expand) the material for non-commercial purposes.
• Users must give attribution to the author and JAKP, include the license link, and mention any changes made.
• Derivative works must be distributed under the same license.
b. Article Processing Charges (APC)
• Submission and review process are free of charge (Rp0).
• After the article is declared fit for publication, the author is charged a publication fee of Rp1,000,000 per article.
• This fee covers:
• Management of the editorial and peer review system
• Layout and publishing of the final version
• DOI registration, digital archiving, and OJS system maintenance
• Authors from institutions with limited budgets can apply for a fee waiver to the editorial board.
c. User Rights and Utilization of Works
• JAKP articles can be used in educational activities, training, policy development, public advocacy, or community-based knowledge dissemination.
• Use for commercial purposes (e.g. reproduction in paid products, monetization of online content, or inclusion in paid compilations) is not permitted without written permission from the author.
d. Compliance with Funding Policy
• JAKP's open access policy has been aligned with the open access requirements of various national and international funding bodies.
• Authors are encouraged to check that their manuscripts comply with the open access mandates of their respective funding agencies.
e. Archiving and Long-term Access
• All JAKP articles are archived through the PKP Preservation Network (PKP PN) system and the Andalas University repository to ensure long-term access and digital sustainability.
4. Statement of Principles
JAKP believes that scientific knowledge is a public resource that should be equally and fairly accessible to everyone. Through a low-cost and transparent open access publication model, JAKP seeks to strengthen information justice, expand academic influence, and make a tangible contribution to the transformation of government policy and practice.
This policy will be reviewed regularly to ensure compliance with international best practices and the needs of the scholarly community in the field of public administration and policy.
