ARCHIVING POLICY

1.Purpose
The Journal of Public Administration and Policy (JAKP) is committed to maintaining sustainable access and long-term preservation of published scientific works. As part of a public higher education institution, JAKP places archiving as a form of public accountability and compliance with national policies regarding open scientific data and digital preservation. This policy confirms JAKP's strategic steps, together with its publisher (Public Administration Science Study Program, FISIP Universitas Andalas), to ensure the permanent availability and authenticity of scientific content for the academic community and the wider public.
2.Principles
Digital archiving is not only intended as a technical backup, but also as a guarantee of knowledge openness and justice. JAKP supports the principle of inclusive, non discriminatory access to information, as well as supporting marginalized educational institutions, independent researchers, and academic communities from 3T areas. JAKP's archiving strategy includes:
• Ensuring permanent and unhindered access to all articles.
• Maintaining the integrity, integrity and traceability of academic records.
• Provide mitigation of risk of loss due to system failure, disaster, or institutional change.
3.Policy and Implementation
a. Internal Management and Official Site Access
• All articles are permanently and freely available on the official JAKP website: https://jakp.fisip.unand.ac.id
• The site is backed up periodically according to Andalas University's information security system policy, to ensure protection from technical disruptions and cyber attacks.
b. External Digital Archiving
JAKP is committed to partnering with international standard academic archiving providers, including:
• Portico (through the management of Andalas University as publisher);
• PKP Preservation Network (PKP PN), enabled through an OJS plugin for decentralized and automated archiving.
c. Self-Archiving Rights by Authors
Authors are granted full rights to self-archive according to an open license (CC BY NC-SA 4.0),
d. DOI (Digital Object Identifier) assignment
Each article is assigned a unique and permanent DOI so that it can still be tracked even if there is a change in URL structure or platform migration.
e. Metadata and Interoperability
JAKP allows open retrieval of article metadata through the OAI-PMH protocol and supports interoperability with indexing services, digital libraries, and academic information systems.
f. Institutional and Platform Contingencies
If JAKP ceases publication or undergoes a management transition, Andalas University will ensure the availability of content through Portico, PKP PN, and institutional repositories. Author rights to data traceability and metadata will still be guaranteed. Official information will be provided to all stakeholders, including authors and readers.
2. Technical Aspects and Periodic Review
• Articles are published in PDF and XML OJS formats that are stored for internal archiving.
• Site backups are automated and scheduled by the Andalas University DTI unit.
• Monitoring of the external archiving system is carried out regularly to ensure the continuity of preservation.
• The JAKP site is actively managed, with notification if there is maintenance.
