Civil servant competency development in Indonesia remains fragmented across competency-needs assessment, learning delivery, organizational support, technology utilization, learning transfer, and impact measurement. The principal research gap lies in the absence of an integrated framework capable of connecting these elements within a multilevel collaborative ecosystem. This study aims to formulate a civil servant competency-development strategy that integrates actor configuration, learning and knowledge orchestration, data-driven digital infrastructure, and the evaluation of organizational performance and public value. A systematic literature review was conducted using the PRISMA 2020 procedure on 39 publications issued between 2020 and 2026. The quality of empirical studies was assessed using the Mixed Methods Appraisal Tool, while conceptual articles, systematic reviews, and scholarly books were appraised according to transparency, relevance, argumentative consistency, and source adequacy. The data were examined through open coding, axial coding, selective coding, and thematic synthesis. The findings produce a strategic model comprising five interrelated dimensions: strategic alignment, collaborative governance, learning and knowledge orchestration, digital and data infrastructure, and continuous impact evaluation. These dimensions form a cyclical process linking competency-gap diagnosis, collaborative design, formal and experiential learning, workplace transfer, behavioral-change assessment, and strategic improvement. The findings demonstrate that digitalization and institutional partnerships do not automatically strengthen competencies without collaborative leadership, inter-actor trust, a learning culture, supervisory support, data interoperability, and shared accountability. The conceptual contribution lies in repositioning the Civil Service Corporate University or competency-development unit as an ecosystem orchestrator that connects actors, knowledge, technology, and impact evaluation to strengthen organizational capability and public value creation.
